2-3%/hr at 21x's is perfectly reasonable if they want it to be like it was however many years ago. One-hitting xenon's should be able to get upwards of 6%/hr in the 21x's and that's plenty fast.
Yeah, you bring up a valid point. I remember getting a 10%/hr on a 2x event on my Priest at 11x and thinking it was the greatest thing ever (back at Gobys back in the day). Remembering that, the experience we get now even on 1x is still amazingly high.
