No-one in naruto,even sensor type ninjas have ever shown the ability to predict enemy strengths like that, and the 1st has actively shown that he can't do that (Hence him sending a wildly underpowered clone to fight madara which was bitchslapped with no effort from madara)

Well he seemed pretty sure of what he said, which was only supported by the fact that Obito then raped him and his brother. Guess we will have to wait and see where this goes though
