(The computers must be used primarily for gaming.) Essentially, if the service sold is equivalent to an arcade, they have to pay the arcade tax even if the service is implemented by LAN connected PCs. The ruling cited does not mention private LAN parties, and does not seem to be relevant to them in any way.
