This will never be the case and i laugh that you think it is. If you want to AO your empress gear you're either going to be waiting for 140 flames to deflate or going on runs and in either scenario you're far from f'ucked.
Of course, if you can't afford flames deflating, then you probably don't need AO to begin with.
