do note, i can get the spotpass stuff, but for some reason the payable DLC isn't available for my region, i can only DL the "free" DLC.

Yeah, but surely you could just go to your region settings and change it to somewhere else. You must be playing an American region 3DS right? Can't you just change your region setting to some other state in America? I know I can change my 3DS to anywhere in PAL regions (Including austrailia!) and it gives me access to those regions eshops, just they all suck compared to the UK shop, so there isn't much point.
