That's not an anviled sword. As you may recall, with the new additional options, equips that drop may also vary in level, however, that Dragon Claymore, though it's 140, gains the stats of a 110 item, I don't want to say, "Like it's supposed to," but, well, yeah, like it's supposed to, it's a 110 item after all or it used to be, not that the user did anything to change it to be 140, but it's a 110 item but you have to be 140 to equip it, and I'll just leave it at that.

Gains 9 stats instead of 8, as I thought it would, which is surprising, looks like I was wrong about 110 items, maybe. Has anyone scrolled a Nova whatever to one star and calculated the increase in stats? It could be that they just vary in stats, sometimes, though.

That's a level 130 version of the 110 Pirate (Canopus) Gloves, and they've got Decent SE, best part, completely tradeable still. (Except his, because, you know, the item lock and all)

But I saw a level 70 pair of Half Earrings with 9% of something I can't remember now. Hmm, I'm guessing the tier is still the same, but the new levels fulfill the level requirements for certain potentials, for example, 30%/40% Boss Damage at Unique/Legendary for 100+, Decent Skills, of course. It's not like they just don't exist for levels under their requirements, and that's why you can't get them on lower leveled equips, no, like, Decent Skills are defined for all level ranges, from 1~10, 11~20, all the way up to 191~200, it's just the level requirement that stops you from getting Decent SE on a level 10 glove. So, I guess a visual example is in order:

In the data it'd be something like Potential ID, then a number representing a level range, and what it does, but approximately, I can describe it as:

Potential: Decent SE
Required Level: 120
1 (meaning level 1 to 10): Enables Decent Sharp Eyes
2: Enables Decent Sharp Eyes
...
10: Enables Decent Sharp Eyes
11: Enables Decent Sharp Eyes <- This is the level 101 to 110 range. Technically, I'm guessing we're still here.
12: Enables Decent Sharp Eyes
...
20: Enables Decent Sharp Eyes

We're still in Range 11, but the glove is 130, which means it fulfills the level requirement, but it's still 110, technically, but that's fine, because there's an effect for 110 gloves, which is just to give you Decent SE, which it can do, because it fulfills the level requirement by being 130.

But then, why doesn't it show up on lower leveled gloves? Does it roll for Decent SE and the game just goes, no, it's not high enough, try again?

I guess, if we get level 65 pants that are actually level 80 without Decent HB, we'd know. But wait, it's hard to prove something based on not having something happen based on chance, because you could just be really unlucky...

But then, reduced levels actually show up as a stat line, like "Equip Level Requirement: -x", while increased levels are just... like there, so maybe that's a significant difference.

Oh wait, what I was looking for is an item that crosses tiers, like level 60 pants that are level 80, but with 2/4/6% stats. Oh wait, I think only 80~110 stuff is capable of having level fluctuations. Tricky, Nexon.

Eh, whatever, you guys don't care about this, you're just happy there's tradeable Decent Skill items, which is very nice. They might not be common, but it's still good.

Well, maybe, it looks like it's from an earlier version of the new equip description UI, which I'm not sure was in the live server, so maybe this is Tespia, I dunno, but I doubt it's Tespia.
