Well, also depends how many other MEE'd/Tempest equips you have... if you're only getting through the first few MEE stars you could be pushing towards +1000 stats without a huge attack increase, and that does weigh in favour of +atk again.
MEEs have made me not too excited about +5 star EEs though :/ I guess they're good for weapons.
