So how do you tell a kid that what they're doing actually annoys people when you know that they don't have the mental capacity to understand other people's perspectives?

Kids understand the basics of cause and effect especially on other people.
You sometimes just have to remind them that their individual actions will effect others. And use words like friends or classmates when referring to those that they are effecting.
Generally they will respond positively.Glitter
