Something that could do a lot alone would be if the community changed their attitude about hacking. Here in sp many are pro-legit but in the game more and more people are starting to accept hacking as part of the game and abuse it.

I remember when few years ago you were right out of the guilds or boss runs if people found out you hack(ed).

A simple solution would be if Nexon took a hardline on anyone associated with a hacker, like permanently banning for being in a party with them. People would start to distance themselves from hackers and they'd become much more frowned upon in the community.
