Would you rather not get one because your sister got one, or neither of you get one because someone else farmed hundreds of them to hold hostage?
Rules exist to try to ensure fairness, and 1 per household is far more fair than the alternative since less people stand to be impacted.

By "whoever starts first", does that mean who provides the email first or do you have to answer the first question?
