All of the other points in this are reasonable explanations aside from the 5th, however I feel that it is unrelated to this particular conspiracy theory, so for the case of this one I can go along with it being faked as well, in that it wasn't the government setting this up, rather, it's just a father being a douchebag and trying to claim his daughter is dead for free money/donations.
Maybe for advertising and bias towards certain products, but certainly not fake mass murders......
