Missing winhttp.dl when installing Maple

We recently had to reformat our computer due to a virus that corrupted the boot up files for XP. As I am trying to reinstall Maplestory on the computer I get an error almost instantly stating that I am missing WINHTTP.dll. Any help figuring out where this comes from or where i can re download it? The computer is a 2002 Dell so its an old comp

mehh I'm afraid to do that because it might have another virus but idk does anyone have an explanation why this might be missing?

EDIT-Will any problems arise from me just putting that in my System32 files since the reformat should have removed other ones or should I contact Microsoft somehow.
