best nebs for Emblems?

So someone told me you can't put boss nebs on emblems but total damage works, which was a lie. I'm now wondering what are the best nebs for emblems, just % stats? or anything else?

4% all stat would be the best, or 4% main stat for your class. Sadly you can't use pdr/atk/dmg/boss nebs since the emblem is considered an accessory (I think? maybe an armour, but certainly not a weapon).
