Neo Tokyo entrance quest

I believe there was a quest to do to even enter Neo Tokyo. I was wonder in exact detail, what that quest was in MSEA/JMS. Didn't it have to do with Emporer Toad? What about Grandpa Boss? Anyone?

Entrance quest items are

1 toad oil ( dropped from the toads that the emperor summons during his 2nd form)
1 head samurai armor piece ( dropped from the head samurai of ninja/castle - the anego of ninja castle)
300 head ninja scroll ( dropped from head ninja- 71k hp holy/ice weak 4100 exp)

OR if u cant collect all of them ( the first one is impossible for archers/ night lords/ corsairs unless they hp wash and the rest of the classes need hb to survive his attacks)

an item can be bought from the cash shop for the low low price of 3000 cash
