Is any other server having this problem with the Cygnus Empress

Describe the problem. Be as specific as possible!:
Yesterday, Me and my friend were completing the quests in order to receive the Dream Key to get into the Cygnus Garden to fight the Cygnus Empress, which from the Patch Notes is supposed to be able to be summoned in Channel 13. However when we tried going on Channel 13, we got the notice saying we can only do it in channel 13. Then we tried again today after completely every quest in Future Henesys/Ereve and we still got the same message.

I was wondering if any other server is having the same problem?
Sorry if there was already another thread up, but I was unable to find one.
