Do the hourly quest "[Presidential Election] Speaking Hall Preparation 7 (Cole)/(Stew)", which gives 1 Contributor Badge.
"[Presidential Election] Meeting the President" is a quest that's started via the star on the left side of your screen. It's a one-time quest that gives 10 Contributor Badges. It should be available when you complete Cole/Stew's quest chain.
