Where is the best place to try to get one of these? I looked up so many different things about it and kept getting different answers.
I had one of these saved up a couple of months ago, but the person I gave it to tossed it by accident, thinking it was useless, so I completely forgot where I had obtained it.

I think they drop from all flowers, but I have had some luck in the lvl 3-4 herb garden in Ardentmill.

I've only ever had them drop from Lvl 1-5 herbs. I farm Lvl 10 Herbs quite frequently and have never had one drop from those.
Just go in the gardens and farm. You should find one pretty easily.
