Are the new face acc post chaos potential-able? and are any of them 71+?

the original ones no... I dont know if there will be GMS exclusive and if it can be potentialed.

None can have potential, level 71+ ones do exist. gMST extractions didn't show and gMS exclusives that fit your requirements.
These are still good alternatives for those who don't fancy breaking the bank for a level 40 tier 2 Branch Nose since the higher level ones have attack and Matk as well as +allstats.

None of them have slots, therefore they can not be potentialed.

The first sign of a 71+ face accessory with slots is during the third patch of jump. It's obtained through Aqua PQ.
GMS could very easily release such equipments with the 5th part, but that's entirely unfounded speculation.
