I've read some conflicting info about the level requirements for items to get a skill through potential.
Does someone have a definitive table of
skill - minimum item level (to get skill) - minimum character level (to use skill)

iirc, you just need to be lvl 120 to use it.

If we're just going by iircs, then it's level 120+ equipment. You can read through the 'all potential bonuses' thread and find out what conclusion is drawn about this for yourself.

well yes, because you cant equip it below lvl 120. but no.
