Haven't seen one of these so I'm making one. When an Evan board is created, this thread can be moved there I guess.
Anyway, I'm not 100% sure how many SP Evans even have because it looks like various quests for SP are available for them. So I'm just going to work my way from the ground up and discuss on which skills is an absolute must and which skill can be dropped if need be. The Evan skills tables can be found here (Fiel's) and here (Ayumilove's).
*Note: The number of available SP is incomplete and INCORRECT due to the quests for additional SP. If someone can fill me in, that would be great.
Also, comments are based on observations, videos and experience with similar skills. They are also open to discussions.

Slow Maxed level: 15 Description: For a duration of time, allow your attacks to reduce your enemy's speed for a duration. Videos: N/A Comments: It's a buff (I think), so you have to cast it to get the effect. From experience having maxed slow as an I/L archmage, slow was fun to play with but not really useful later on. Should it be maxed?Leaning towards no. But if you have spare points, it's fun to play with.

Dragon Breath Maxed level: 20 Description: Bring flames together into a massive attack. Time to raise the flame is proportional to the damage. Videos: [one] [two] Comments: I don't know much about this skill. It looks like a mob attack that requires charging up. I personally never liked charge up attack. Some charge up attacks can be good like Assassinate but this is a mob attack with only 170 spell damage. Should it be maxed? Maybe. Leaning towards no.
Killing Wing Maxed level: 20 Description: Place a mark on your opponent. All future attacks are aimed at that opponent. Videos: N/A Comments: I have no idea how this skill works based on the description of it and found no videos of it. I think it's a 1v1 attack. Should it be maxed? No idea.
Magic Resistance Maxed level: 10 Description: Cast a buff on all party members to reduce the damage from magical attacks. Videos: N/A Comments: A party skill? For my magician class? Should it be maxed? Personally, I would try to max it because magicians are like nerds. They don't have any party skills.

It's like berserk in the sense that it'll increase your attacks if you keep your MP within a certain range but more bit[size="2"]ch[/size]y. There is not only a maximum threshold, but it also has a minimum threshold, making it harder to maintain. At maxed, MP must be kept between 50% and 80%. Should it be maxed? Sure. Not sure how well an Evan can use the skill though.
Earthquake Maxed level: 20 Description: Smash your body into the earth to attack multiple enemies (fire elemental) Videos: [one] [two] Comments: Looks like a"4th job" mob attack that hits front and back. Should it be maxed? Well, the level 15x Evan in the video is using it so... sure, I guess.
Ghost Lettering Maxed level: 20 Description: Curse a monster using ghostly letters. For a certain time after the monster is cursed, it takes more damage. Videos: N/A Comments: Based on description alone, it sounds like... a 1v1 version of poison mist? Need more info in this. Should it be maxed? No idea.

I have no idea how Killing Wing and Ghost Lettering works.
Critical Magic stacks with Sharp Eyes, correct?
SSBB totally didn't do Evans first with the Pokemon trainer.
1) Killing wing: Imagine bullseye (4th job corsair skill) except it's faster and you can actually use it as a 1v1 skill. Ghost lettering: Makes your attacks stronger.
2) Yes crit stacks with SE.
3) Fog has a cooldown of 20 seconds.
4) Pretty sure onyx blessing has a 2 minute cooldown.
Dragon Thrust is a most definite max.
At level 65 Evans can go to Red Kents, and that skill will push them together when they are frozen and it does a good amount of damage.
1st mastery is level 10-20, (level 10 and up),
2nd mastery is level 20-30, availiable at level 20 and goes to 30;

Well after each mastery you have "Available SP from 0 to 10: ?" which I assumed meant you think 1st mastery uses SP from those levels. o_O

Nope, SP is divided into masteries. When you level up, you get 3SP for the mastery you're currently in. (3 SP for both masteries if you are at a level with a new mastery)

As for 9th and 10th mastery, everything can be maxed in those so there really isn't a question on whether something should be maxed or not. What's interesting is that 10th mastery has leftover SP. I wonder if that will be available to use on previous masteries.
An interesting note for Soul Stone is that it can possibly revive the user too, so Evans can resurrect themselves. It's basically Wheel of Destiny in the form of a skill. It does not revive you with buffs intact nor does it revive you at full HP.
As far as I know, Masteries 1&2 have interchangeable SP, as do 3&4, 5&6, 7&8, and 9&10. You cannot save SP from Mastery 1/2 and use it on Mastery 3/4 etc, but you can waste higher Mastery SP on lower Masteries.
This is evidenced by the fact that Evan SP Resets are divided into said five groups. If you can SP Reset points between 1&2 but not spend as such, it provides a retardedly large potential gap between NX and non-NX users. Unless these SP Resets are a blanket and only do apply to each specific mastery.
