I heard if you forfeit the quest, and re-enter, you can fight him again.

Not true.
You start Princess Violetta's quest, which summons the PM. Then once he dies, you forfeit the quest, and start it again. You summon the boss by starting it again, kill, forfeit, start over, lather, rinse, repeat.

The card is 100% drop. You can't not get it unless you either don't fight him or leave it behind.
