well most of the 3rd and fourth job skills are like level 1. I'd wait till like we get to see a 12x train.

That's a bug. You get your 4th job at the same time you get your 3rd job but you can't more than 3 points into your 4th job skills until you're lvl 120+.
Wild hunters can't have passive critical. If they get it, they will kill any other archer job. They should have regular damage but high hp for survability. That would make up.

It can be used while moving without any tapping tricks (or so it seems), interesting.

Hurricane and Rapid Fire can't be used at ALL while moving (unless you jump shot RF). There is no tapping trick. Tapping just pauses the attack for an instant so you can move without losing KB.
