Okay, they haven't really said THAT, but it's obvious they aren't planning to release him anytime soon. They said we should not consider him as a super strong BOSS (therefore not as a piece of content), afterall. Not for now, at least. That's how I interpreted it.
So yeah. They MIGHT decide to release him in the future (maybe near the "end" of the game and the release of MapleStory 2?) but for now it seems they aren't taking that idea into consideration.

i can't remember, but the wording on that notice made me think more along the lines of "the black mage isn't the ultimate evil"
