Your friend has to have also connected and linked their DS + cart to the global link website. If you have both done so, and they still haven't shown up, I believe the friends list says it updates only once a day. That and this thing is still buggy as all hell.

Dream World has an hour limit. Once the hour is done (whether played in one shot or staggered), you have to wait 24 hours before you'll be able to enter again.
