Regardless of what Nexon has said before, it's intended for North America now. That hurts you, yes, but Nexon is trying to cater to it's target audience. I think the time based quests are odd as well, since there was no real reason to do that in the first place.
And I was wondering about the local time thing when I saw the 7th day lightbulb over my head at midnight EST. XD

Maybe, as with the Free NX for a Day Day, the computer clock has to match up with the server clock.
